18. Even if a lump sum contract is agreed upon, a schedule of rates should be attached to the specification and referred to in the agreement, so that any extra work may be measured up and paid for at fixed rates. Unless this is done, claims for extra work may be a cause of troublesome disputes.
19. A further defect of the lump sum contract is that it commits the Engineer irrevocably to his original design and renders it very difficult to introduce any improvement which may occur to him during construction.
20. The schedule of rates contract is the system which should be used in all but a few exceptional cases. It gives the utmost freedom to the Engineer to adapt his construction to the exigencies of the case as revealed during construction, and is therefore specially applicable to such works as the construction of sewers, where it is impossible to predict the nature of the soil or to say what steps must be taken to deal with existing sewers and drains. It affords also a most valuable insight into the detailed cost of works.
21. The books and forms required for this system of accounts are as follows:-
For Contract work
1. Measurement book,
2. Contractors certificate book,
3. Contractors certificate form.
For Departmental work
4. Morning report,
5. Figured Abstract,
6. Paysheet.
22. The measurement book is simply a calculation book in which the Engineer enters the measurements made on the ground and calculates out the quantities, such as the cubic yards of excavations and so forth.
23. The quantities obtained in the measurement book are inscribed
